If the deck based weight accounted for 15-20% of the variance in opponents in ranked play, it would be statistically very challenging to conclusively prove that this was taking place, and Wizards could claim ignorance till the end of time while reaping the benefits of win rate normalization. I think it is more likely that there is a weight attached to deck based opponent selection that is very large for the play queue and much smaller for the ranked queue. Wizards is incentivized to try and keep people near 50% in ranked as well, and incentivized not to tell people about it as people would obviously find it unfair. People here like to insist that there is absolutely no deck based matchmaking in ranked, but I find that dubious. This is probably based off aggregated game data on individual card vs card win rates, the math involved isn't hard and it's actually a decent predictor. Beyond that, if you are stomping randos hard, you don't have any incentive to spend money to acquire cards, so they need to find ways to keep you on the treadmill, so they throw you unfavorable matches to try and make you feel inadequate, and since higher skilled opponents aren't always available, they also try to find opponents with decks that are either mirrors or counters to yours. For starters, people who are bad and lose a lot who will just get frustrated and quit, so they want to throw softball matches at these people to avoid losing potential revenue sources due to frustration. So, there are huge incentives for Wizards to try and keep you locked as close to 50% WR as possible. And this would be an absurd feature to have in ranked play. I think they verified this a looong time ago, but I don't know if it is still the case.
